31 October 2026 is a Saturday. That is the only calendar fact that changes the plan. Shibuya-ku is not hosting Halloween. Mayor Hasebe Ken’s 30 September briefing put a new slogan on it: GOODBYE BAD HALLOWEEN. Street drinking, smoking, litter, noise, and costume photos that block the pavement are the “bad” part. The ward asks people not to come for that. Indoor clubs and paid parties are a different job. The scramble is not a venue. Because the night falls on a weekend, the crackdown runs two evenings, 30 and 31 October, not one.
What actually happens on the ground
Hachiko is wrapped from about 06:00 on 30 October to about 17:00 on 1 November. There is no statue photograph. About 10 watch platforms go up around Hachiko Square. Private guards: about 60 on Friday night, about 125 on Saturday night, 19:00 to 05:00, about 185 in total. Ward staff about 70 across both nights for drinking, smoking, and illegal sales. Keishicho posted traffic control from Friday evening through Sunday morning, updated 5 October. Parking meters around the station rest. LUUP and Lime ports at 26 sites in the ward stop 17:00 to 05:00 both nights. Sixty-two shops near the ban zone were asked not to sell alcohol from 18:00 on the 31st until 05:00. Street drinking on public land around the station is already banned 18:00 to 05:00 every day of the year. Litter fine is ¥2,000. More officers walk that weekend.
English round-ups still describe a “festival.” They are late and they are wrong. The Japanese briefing is the source. Time Out and Japan Travel will catch up. Until they do, trust Shibukei, Sankei, NHK, Tokyo Shimbun, and the police PDF.
If you still want a costume night
Book a club in Maruyamacho or a ticketed indoor event. Do not drink on Center-gai, Koen-dori, or Miyashita after 18:00. Yoyogi Park the same Saturday holds Tokyo Snow Festival until 18:00, free, rain or shine, a snow and jib field with a live stage and a blood-donation desk. That ends before the station’s hard night. Leave north through Harajuku or Yoyogi-Koen. Do not treat the snow as a warm-up for Center-gai. Sunday 1 November at Meiji Jingu is 鎮座記念祭, a shrine day, not overflow from the scramble. The forest has rules.
The ward also made a short animation for people who do not read Japanese, because most costume visitors in recent years have been from overseas. The message is the same: a photo in the street that stops traffic is already “bad Halloween.” Litter officers collect ¥2,000 on the spot when they see a bag. Do not argue that other cities still party. This ward wrote an ordinance and staffs it. The structured don’ts and the source list live on the event page. Ordinance: city.shibuya.tokyo.jp.
