Shibuya-ku is not throwing a Halloween party. 31 October 2026 falls on Saturday, so the ward runs two nights. Mayor Hasebe Ken’s 30 September briefing set the line: GOODBYE BAD HALLOWEEN. Street drinking, smoking, litter, noise, and costume photos that block the pavement are “bad Halloween.” The ward asks people not to come for that. Indoor paid events and private clubs are a different job. The scramble is not a venue.
Hachiko statue is wrapped from about 06:00 on 30 October to about 17:00 on 1 November. You will not see the dog. About 10 watch platforms go up at Hachiko Square and nearby. Private guards: about 60 on the 30th, about 125 on the 31st, 19:00 to 05:00, about 185 in total. Ward staff about 70 across both nights (30th 19:00–23:00, 31st 19:00–05:00) for drinking, smoking, and illegal sales. Keishicho posted traffic control from the evening of 30 October (Friday) through early 1 November (Sunday). Parking meters around the station rest. LUUP and Lime ports at 26 sites in the ward stop 17:00–05:00 on both nights. 62 shops near the ban zone were asked not to sell alcohol 31 October 18:00–05:00. Street drinking on public land around the station is already banned 18:00–05:00 every day of the year. Litter fine is ¥2,000. More officers walk that weekend.
If you still want a costume night, book a club in Maruyamacho or a paid indoor event. Do not drink on Center-gai, Koen-dori, or Miyashita after 18:00. Yoyogi Park on 31 October has Tokyo Snow Festival until 18:00, a different, free, daytime job. Meiji Jingu the next morning (1 November) is 鎮座記念祭, not a costume walk-off. The forest has rules. Do not treat it as overflow from the scramble.
